Phi Theta Kappa/IPSLEI Award 2018 Public Safety Scholarships

Two Phi Theta Kappa members have each received $1,000 scholarships from the International Public Safety Leadership and Ethics Institute (IPSLEI).

The 2018 Richard L. Resurreccion Public Safety Scholars are:

  • Logan McElrath, Community College of Allegheny County, Pennsylvania
  • Gary Russell, Blinn College, Texas

The Richard L. Resurreccion Public Safety Scholarship program provides scholarships exclusively to Phi Theta Kappa members who demonstrate potential for excellence in the public safety field while enrolled in a regionally accredited associate degree public safety program.

McElrath sees himself as a civil servant.  After a challenging high school experience and three years in the workforce, his interest in international affairs inspired him to enroll in college to acquire more knowledge about the world.  After pursuing an associate degree in criminal justice, majoring in homeland security, he hopes to pursue a career with the United States government.

Russell’s passion for his career in law enforcement drove him toward success as a peace officer for 15 years.  He recently returned to college, and he serves his Phi Theta Kappa chapter as Vice President of Service and as the Public Service Officer.  Following dual associate degrees in criminal justice and law enforcement technology, he will attend Sam Houston State University to earn his bachelor’s degree in criminal justice.

The Resurreccion Public Safety Scholarship was established by IPSLEI and Phi Theta Kappa in 2012 and named for Dr. Richard L. Resurreccion, Professor Emeritus of the College of Health and Human Services at California State University, Long Beach. Dr. Resurreccion is a member of the ISPSLEI Board of Directors and has 47 years of teaching experience in the first responder field at the secondary, two-year college, military, and university levels. IPSLEI brings the concepts of leadership and ethics to the forefront of an individual’s career, rather than waiting until a person is promoted into a supervisory position. This program is based on the belief that one need not be a supervisor or manager to understand leadership principles and contribute to the leadership process.
