About Dr. Phelan
Dr. Phelan has served in senior leadership roles across community colleges and higher education with responsibilities that have included institutional strategy, governance, academic affairs, workforce and economic development, accreditation, finance, community engagement, and organizational transformation. His professional work has focused on helping colleges clarify mission, strengthen performance, respond thoughtfully to emerging challenges, and position themselves for long-term relevance and effectiveness. He serves in national leadership roles with major higher education organizations and contributes as an author and speaker on governance, leadership, innovation, and the future of community colleges.
